CARES Act
The Coronavirus Assistance, Relief, and Economic Security (CARES) Act establishes emergency relief funding. As a part of the CARES Act, Central State University was awarded Higher Education Emergency Relief Funds (HEERF), giving grant dollars to assist students with unexpected educational expenses from the disruption of campus operations due to the coronavirus.
Central State signed and returned to the U.S. Department of Education the Certification and Agreement in order to receive emergency funds under the CARES Act. No less than 50% of the funds the University received from the CARES Act has been used to provide emergency financial aid grants to our students.
The following information is provided to comply with the U.S. Department of Education's CARES Act reporting requirements.

Stimulus payments to students
These are unprecedented and challenging times for the University and our students. We know you find yourself grappling with issues you never imagined, and we want to assure you that the University is here to support you and provide the resources and flexibilities you need to continue your education. The Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act, allocates an amount to institutions of higher learning to provide emergency assistance to Marauders.
Central State has received this federal emergency financial aid and dispersed funds to eligible students enrolled during the spring 2020 semester. This stimulus payment is disbursed to students to assist with expenses related to the disruption of campus operations due to COVID-19. What does this mean for CSU students? The below Frequently Asked Questions have been created to address the most common questions related to this disbursement.
FAQs
Are any students excluded from the stimulus payment?
Stimulus funds are only available for U.S. citizens. Any student who is not a U.S. citizen or who has withdrawn or been suspended before March 23, 2020, will not be disbursed stimulus funds. In addition, Union Plus or 100% online students will also not be included in the disbursement of the CARES Act funds as they incurred no significant educational disruptions.
When will the funds be available?The funds will be requested from the Department of Education as soon as available and are expected to be disbursed to students by early May 2020.
How will students be paid?Students will be paid via direct deposit to an account they have selected.
What if I do not have direct deposit set up?Stimulus payments will be processed and disbursed in the same manner as a typical refund. If you do not have a direct deposit account set up through Nelnet/TMS, use the following instructions to complete it. All accounts must be set up no later than April 29, 2020, to receive the stimulus payment.

The requirements for these funds must complete the below criteria.
An acknowledgment that the institution signed and returned to the Department of Education the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to Students. Central State University (CSU) acknowledged the Certification and Agreement on April 13, 2020.
The total amount of funds that the institution will receive or has received from the Department of Education pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students. CSU has received an $8,841,804 award amount.
The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (e.g., as of the 30- day Report and every 45 days after that). The University disbursed $2,869,038 to 2713 students.
The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARESAct. The University disbursed Emergency Financial Aid to 2713 students. All eligible students were disbursed aid per allocation requirements, as outlined under Section 18004(a)(1).
The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act. The total pool of eligible students to apply for emergency aid from the CARES funding was 5471.
The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act. The University identified the eligible students after receiving the applications from students. Priority was given to those with exceptional financial needs. Refunds were based on the following allocations: Full time, pell eligible ($2,000), full-time, not pell eligible ($1,500), part-time, pell eligible ($750), part-time, not pell eligible ($750), Career Plus, pell eligible ($200), and Career plus, not pell eligible $150). The remaining funds were set-aside in an emergency pool for the emergency needs of the students. These funds will be disbursed through an application process administered by the Office of Financial Aid.
Any instructions, directions, or guidance the institution provides to students concerning the Emergency Financial Aid Grants. The University used two methods to communicate with students regarding emergency financial aid funds. The University placed the information on the University Website and sent an All-FYI email to all students.
