Phill Black named interim Director of Public Safety at Central State University

WILBERFORCE, OH — Central State University has appointed Phill Black as the new interim Director of Public Safety in an effort to enhance campus safety.

Black brings more than 30 years of law enforcement experience, having held leadership positions with the Cincinnati Police Department. His roles included detective, recruiter and executive assistant to the police chief. 

A strong advocate for community engagement, Black has consistently prioritized building trust and fostering respectful interactions throughout his career. At Central State, he aims to strengthen connections between public safety and the campus community through collaboration and student-centered service. 

“Creating a positive environment is critical to a positive attitude,” Black said. His leadership philosophy emphasizes care, visibility and accountability — ensuring that all members of the Central State family feel safe, supported and heard. 

“We are pleased to welcome Mr. Black to Central State,” said University President Dr. Morakinyo A.O. Kuti. “His deep commitment to community-focused policing aligns with our values of integrity and student success. We are confident he will foster a campus environment where safety and mutual respect are paramount.”
